To work within the assigned team of the Major Projects & Strategic Transport Policy Group, undertaking lead on various projects, taking responsibility from inception to completion.
To work with the Team Leader and Group Manager and advise on service plans, projects plans, procurement and technical and legislative requirements and to work to meet the council priorities.
Undertake management of team members including appraisals and necessary support for day to day working and development of individuals
To carry out master planning, feasibility studies, design, consultation plan and manage implementation and resources.
Oversee, design and prepare contract documents for various highways improvement schemes using various IT packages (eg AutoCad, Civils 3D/MX or similar, Keylines, AutoTrack)
Prepare projects for implementation, design standard details where necessary, and liaise with internal and external parties during the progression of the accepted schemes.
Progress them through to committee.
Undertake surveys and make other technical assessments in order to deliver projects and services that comply with the national standards and deliver value for money.
Prepare and present committee reports, attend meetings with ward councillors and other external bodies.
Supervise the contractors, managing the works on site, checking all works conform to standards including measurement after works are complete to agree final accounts for completed projects for authorising of payment certificates
To ensure that all designs, works and contractors comply with regulations, Safety Audit and Health and Safety guidelines for the safety of site staff, public and drivers. Ensuring that the site is correctly signed in accordance with Chapter 8 of the Traffic Signs Manual.
Prepare estimates for schemes to be included in annual budgets, budgetary control of schemes, measure site works, discuss invoices with Contractors if required and authorise final payment.
To undertake such investigation and research as necessary to provide the required background for a project.
Write and assist in the preparation of Department policies and Procedures.
Support the team leader in effective management of projects including budget monitoring process and control ensuring all projects are delivered on time and within budgetary allocation.
Ensuring all correspondence and telephone calls responded to efficiently and effectively to meet key performance indicators.
Qualifications and or Experience needed:
HNC or degree in civil engineering, highways or related discipline
To have an excellent understanding of Highways design requirements
An ability to communicate effectively to a diverse range of people by email, letter, telephone and face to face and presentation skills.
Excellent AutoCad skills.
General awareness of CDM & Health & Safety including construction site safety.
Salary between £35,444 to £41,967 per annum dependant on experience
Fixed term Contract up until March 2019
